Barry Moran



I was born in Geelong; and with my father in the ambulance service I had the opportunity to live in various parts of Victoria prior to settling in Warrnambool and finishing my schooling here.

I joined the workforce and qualified as a motor mechanic with Callaghan Motors. In 1976 I transferred to the Country Fire Authority as a motor mechanic and in November of that same year my sweetheart Marianne and I married and moved to Melbourne. Two years later I joined the CFA as a professional fire-fighter at Boronia.

Throughout my twenty eight year career with the Country Fire Authority I have worked and lived in numerous, diverse and different locations throughout the state and interstate. Since 1990 and until my retirement in 2003 I was based here in Warrnambool.

I progressed through the ranks of Fire-fighter, Officer in Charge of fire stations to Risk Manager / Manager of Community Safety South West Area. With such a diverse position description I had the opportunity to work with many shires and councils in various areas with particular emphasis on planning.

Since my retirement from the CFA, I am currently utilizing my skills and knowledge in a part time capacity by training community members in first aid and occupational health and safety management.

Governance

As a prospective Councillor I am aware of the increased expectations and pressure of constant change which comes from good local governance.

Councillors are elected to lead and represent the whole community. Accountability, acceptance of responsibility and leadership are required by Councillors

Good governance is a responsive and responsible representation and a demonstrated leadership for the governance of the municipality. It is strategic planning and decision making in the best interests of the whole community. It is transparency, accountability and fiscal responsibility, and must include effective consultation processes and public participation on issues affecting the Warrnambool community.

Proactive Communication

If I am successful in obtaining a place on Council I will ensure there will be open and whole-of-community input.

As Councillors we are there to represent you and we must be out there face to face talking with the community to seek the best available information to guide us in our decision making. To ensure this is achieved I will be making myself available by way of ‘shop front communication’ where I will meet with the community face to face to discuss council issues on a set day and times at a location to be advertised in the local papers. I also plan to regularly visit retail and commercial premises to discuss issues pertaining to their industry.

My Community Involvement

As a Rotarian for the past fifteen years, secretary of the Warrnambool and District Motorcycle Club , a motorcycle safety marshal for the Murray to Moyne Cycle Relay, a Meals on Wheels volunteer, a volunteer Community Corrections Co-ordinator, a past board member of the Hampden Junior Football League, secretary and Life Member of the CBC Junior Football Club, a past member of the Junior Basketball Association, founding member of the Warrnambool Fire Brigade Murray to Moyne Cycle Relay Team, I have a very good understanding of what is happening throughout the Warrnambool community.

Future

Our children are this city’s future. The current guardians of this city must ensure that we grow and prosper for their future, and their children’s future. In doing this we do not have to sell off the past.

Being semi retired ensures that I have time required to implement these strategies & to ensure that they are carried out. Some of these strategies involve:

Sustainability and environmental planning

    Decrease carbon emissions by way of:
  • Developing greater number of footpaths and bike tracks.
  • Creating shuttle bus service to reduce traffic within our city and the outer lying areas.
  • Replace council vehicles with energy efficient vehicles.
  • Introduce within our planning controls fuel efficient housing, industrial and commercial buildings.
    Ensure our water resources are sustainable for the future.
  • Implement efficient water use programs within residential and industrial areas.
  • Introduce water recycling programs in our high use industrial areas.
  • Establish water friendly trees and plants in our planting program.

Tourism

    Establish ways to increase visitors within our city.
  • Enhance our CBD with beautification of our trees and footpaths.
  • Attend meetings of local business owners to encourage and support their ideas on how to enhance their businesses to attract visitors.
  • Look at other cities to see how they attract visitors.
  • Ensure that we have every available means to attract and bring visitors through our road and rail system. E.g. Ensure the Government keep the rail siding open at Colac to allow the tourist trains to travel all the way through to Warrnambool.
  • Continually enhance Lake Pertobe and support the miniature rail concept that has been planned to circle the Lake area. Ensure that the Movies in the Park and the Friday Night Market are supported by way of attendance to ensure their longevity.

Planning

    To provide a sustainable future and encompass the predicted growth of Warrnambool we must plan for:
    • Land use encompassing residential and industrial land for the next 50 years.
    • Another industrial park.
    • Develop a floodplain management plan for the whole of Warrnambool.
    • Drainage expansion to cope with the expansion of the city.
    • That our Airport is capable of keeping up with the expansion of the city.
    • The current Live Stock Exchange is either upgraded to facilitate the changes required, or relocated.
    • Our current public transport system upgrading to cope with demand which in turn will influence the reduction of carbon emissions.
    • Expansion of Warrnambool’s rail freight hub.
    • The upgrade the Princess Highway and Great Ocean road to attract visitors to Warrnambool.
    • The attraction of national and international businesses to Warrnambool to ensure future work for our children.
